AFGHAN REFUGEE PROBLEM FOR PAKISTAN DEALING WITH THE NATURE OF EXTERNAL MIGRATION

DISCUSS THE AFGHAN REFUGEE PROBLEM FOR PAKISTAN DEALING WITH THE NATURE OF EXTERNAL MIGRATION.

ANSWER:
External or International Migration is classified into the following 2 kinds:

a. EMIGRATION:


When the people of one country are migrated and settled in other country, this kind of migration is termed as EMIGRATION or ‘OUT-MIGRATION for the country from where the migration takes place. Out-Migration from Pakistan is continued before the creation of Pakistan. Prior to 1947, the people from the areas constituted Pakistan after 1947, and settled in Britain, Kenya. Tanzania and Malaysia. Alter the creation of Pakistan, people migrated from Pakistan due to some financial problems and other difficulties. After Joining Common Wealth by Pakistan, most of the people settled in Britain.

Presently, millions of Pakistan are settled in Britain, America, Canada, Saudi Arabia, Gulf States etc. and remit billions of dollars in terms of foreign exchange to Pakistan which helps in curtailing the intensity of deficit Balance of Pakistan.

b. IMMIGRATION


When the people migrate from other countries and settle in a particular country, this situation is termed as IMMIGRATION or ‘OUT-MIGRATION’ Legal or illegal migration from other countries has been the problem for Pakistan right from the inception. But the migration of people from Iran, Afghanistan. India Bangladesh and Sri Lanka is a special problem; because these people create the problem of law an order in Pakistan. They arc also the economic burden on the economy of Pakistan.

The Influx of Afghan Refugees began from 1977 and up to 1998, their number increased to 3.7 million. In the light of the facts and figures pertaining to Afghan Refugees, Pakistan was giving refuge to 2.2 million Afghanis but after September 11, 2001. One million migrated further in Pakistan. Pakistan has been the host of Afghan Refugees for the last 23 years who, as a result of Afghan Civil War, entered Pakistan. Karachi is the main victim of this problem.
